All but two charges have been dropped against a woman whose two children have been missing for more than a decade.

Patricia Fowler is still charged with conspiracy and unsworn falsification to authorities. A judge said there was insufficient evidence for additional charges of endangering the welfare of children, obstruction and two counts of concealment of whereabouts of a child.
Fowler is accused of lying to police about the whereabouts of Ivon and Inisha, who would be about 18 years old now.

In a separate case, Fowler is accused of collecting government benefits for her missing twins. Those charges of theft by deception, public welfare code false statements and unsworn falsification to authorities still stand, and she remains in jail on those counts.
