PENN HILLS, Pa. — The brother of missing Penn Hills twins, Ivon and Inisha Fowler, is now also facing charges, along with his mother -- who is accused of withholding information on her children’s whereabouts.
Datwon Fowler, 18, is only one year older than the twins, who police say haven't been seen in more than 10 years. His mother, 47-year-old Patricia Fowler, was charged Monday with concealment of the whereabouts of a child, as well as obstruction, endangering the welfare of children and unsworn falsification to authorities.

According to the criminal complaint, the Penn Hills Police Department Facebook page on Wednesday received a message from a Facebook user with the listed name of Ivon D Fowler. The user provided the same phone number that Patricia had given during her interview with authorities on Aug. 8, the complaint said.
After several calls to the number went directly to voicemail and several calls were missed from the number, a detective sent a text message and received a response. The complaint said the phone’s user identified himself as Ivon and stated that he and his sister were in Atlanta. The phone’s user declined to speak and eventually shut the device off. %

During the text message conversation, an attempt was made to establish the phone user’s GPS location, which placed it in Penn Hills. According to the criminal complaint, the phone became active again Wednesday, and GPS location showed it was at Patricia’s residence on Bryant Drive.
The complaint said a search warrant was obtained Wednesday and Datwon was found in possession of the phone with the assigned number that contacted police via text message, claiming to be Ivon.
Datwon admitted that he was going to run once the police showed up at his home, the complaint said. He was later interviewed and admitted to communicating with the detective, posing as his missing sibling so everyone would leave him and his mother alone. He further stated that the twins are OK, but police again could not verify their welfare, the complaint said.
Datwon faces numerous charges, including intimation, relation or obstruction in child abuse cases, criminal conspiracy, obstructing administration of law or other government function and false identification to law enforcement.
