PITTSBURGH — Police have arrested a man in connection with the fatal shooting of a 35-year-old in Pittsburgh’s Hill District neighborhood last year.
Orlando Williams has been charged with criminal homicide.
The arrest comes nearly nine months after the shooting, which occurred outside Ann’s Market at the corner of Webster and Somers streets.

Surveillance footage from Ann’s Market captured the incident on November 11, 2025. According to police, the video shows Phillip Griffin entering the store after it looked like a man was “stalking him.” When Griffin left the store, a man started to approach Griffin as he “seemingly sensed that something was wrong and immediately turned around.”
Moments later, Griffin was shot. The video subsequently captured two men fleeing the scene on foot.
An Allegheny County probation officer identified Williams as one of the two men visible in the surveillance video.
Investigators also acted on several witness tips, including a report that Griffin was at a bar before the shooting. According to a caller, Griffin reportedly tripped a woman who claimed she could “call anyone down to the bar to handle the situation.” Police later identified the woman and determined that Williams was the person she contacted.
Police recovered a firearm in Williams’s possession that he was legally prohibited from owning, according to the criminal complaint. Officers also found specific jewelry on Williams that matched items visible in the market’s surveillance footage, and cell phone records placed him at the location of the shooting.
While investigators identified both the woman and the second man seen in the surveillance video, police reported that Williams is the only individual currently facing charges in connection with the fatal shooting.
