Former foster father accused of sexual abuse not extradited to Pa. yet

PITTSBURGH — Target 11′s Rick Earle broke the story last month and his investigation led to criminal charges.

Matilda Gilbert Omiecinski was booked into the Allegheny County Jail. A district judge set bond at $100,000.

She accused of sexually abusing a foster child in her care in the early 90s in McKeesport.

Omicinski and her ex-husband, Car Gilbert, were both charged after the Target 11 investigation revealed Gilbert had fathered a child with Carlina Freeman who was 14 at the time.

Freeman, who is now 41, said she told her Children, Youth and Families caseworker about it and showed Channel 11 a paternity test that confirmed Gilbert as the father. Freeman also had court documents where Gilbert admitted he was the father, but she said the pair was never charged until Channel 11 got involved.

Allegheny County Police then launched their own criminal investigation and filed charges against the couple last month. Omiecinski was arrested a couple of weeks ago just outside of Cleveland where she lives.

Gilbert, who’s charged with statutory rape, was taken into custody in Maine where he’s been living.

Investigators went to pick Gilbert up in Maine, but was in the hospital.

He will be brought back to the area as soon as possible to face those charges.
