A Wexford couple faces a criminal charge after the Allegheny County District Attorney’s Office says they continued renting out a duplex after it was condemned.
Bin Guo, 62, and Chao Shi, 58, were charged with making a public nuisance.
The DA’s Office says the duplex the couple owns on Lilac Street in Greenfield was condemned and deemed unfit for human occupancy by the City of Pittsburgh Department of Permits, Licenses and Inspections on June 10.
Detectives from the District Attorney’s Office reported that tenants were still living in the condemned building as of August.
“Safe and decent housing is a fundamental human right,” District Attorney Stephen Zappala said. “It is our duty to ensure that those rights are not ignored and if they are, our citizens understand that they have recourse.”
The DA’s Office says since 2021, city building inspectors have issued multiple private criminal complaints involving unsafe structural conditions, overgrown weeds, prohibited occupancy and dangerous conditions for tenants. Guo was previously found guilty on those charges.
Guo and Shi are expected in court for the new charge in October.
