PITTSBURGH — Pittsburgh Mayor Corey O’Connor appointed three permanent cabinet leaders to head key administrative departments Friday.

Rea Price will serve as director of the Office of Management and Budget and chief financial officer, and Sylvia Harris has been named director of Innovation and Performance and chief information officer.
All three leaders previously served in acting capacities for their respective roles. According to the city, each appointee brings extensive municipal experience and specialized background to the cabinet.
Price has more than 14 years of experience in the Office of Management and Budget, having previously served as senior budget analyst, operating budget manager, assistant director of operating and special revenues and deputy director of the City Council Budget Office.
Price first joined the department in 2006 to implement budget software and financial management systems. Price returned to city administration in January 2026 and has led financial planning efforts regarding the city’s budget crisis.
Harris brings 18 years of experience with the City of Pittsburgh, starting in 2008 within the department managing IT infrastructure, data governance and digital services. Her former roles include information security analyst, deputy director of operations, chief information security officer and assistant director of security.
Harris has more than 30 years of total technology and leadership experience, established the city’s cybersecurity program and received the 2023 Local IT Leader of the Year award.
