A father and son duo are accused of running an illegal “chop shop” scheme in Pennsylvania.

Jermaine Quinones Sr., 42, and Jermaine Quinones Jr., 18, were charged with corrupt organization, theft by deception, washing vehicle titles, and insurance fraud, Attorney General Dave Sunday said.

Investigators say the Quinones were “washing” information of stolen vehicles, including VINs, titles and insurance. Police say they then sold the vehicles, many of them over Facebook Marketplace.

A joint investigation between the Office of Attorney General’s Insurance Fraud Section, Pennsylvania State Police, and Monroe County detectives uncovered 12 vehicles sold with washed paperwork for nearly $500,000 in the Lehigh County area.

Many of those vehicles were new or high-end, including a 2026 model Infiniti QX60 ($67,599 value), an Acura Integra ($35,950), and two Ford Mustangs ($32,640 and $31,890).

Quinones Sr. was arrested at his Allentown home earlier this month. His bail was set at $450,000.

Quinones Jr. was arrested Thursday, and his bail was set at $100,000.

“This criminal conduct is harmful in many ways, as it defrauds the Commonwealth’s vehicle titling system and insurance providers and unsuspecting buyers who are left with ‘dirty’ vehicles,” Attorney General Sunday said. “The vehicle titling and registration system exists to protect consumers and insurance providers, and ensure vehicles on Commonwealth roadways are safe.”

Quinones Sr. is in a bit of extra trouble because police say they found a semiautomatic rifle in his possession during his arrest. As a previously convicted felon, it is illegal for him to possess a gun.
