Troopers said they were called to an apartment in Youngwood last week after the school tried contacting Mandy Kinnaird. When they arrived, court documents said they found her in the front yard, stumbling. Police said she appeared to be “highly intoxicated.” While trying to interview her, troopers said she lunged at them and then fell.

Investigators said they were called to the same home in January for the same boy being unable to get into the apartment after school. Court papers said they forced entry, finding Kinnaird inside, drunk and passed out. The home had rotting food and human waste inside, according to troopers, and there were no blankets on any of the beds, “no consumable foods” and a number of empty liquor bottles.

Children and Youth Services took the boy out of the home and put him into a safe place while the investigation continues.

It’s not clear what Kinnaird was charged with.
