Housing Authority Employee Accused Of Stealing Woman's Identity

PITTSBURGH,None — An Allegheny County Housing Authority property manager is charged with using her job to take advantage of people she was supposed to be looking out for.

Police said Shannon Copeland worked for the housing authority for four years and passed a background check before she was employed.

Allegheny County Housing Authority police said Copeland betrayed the trust of the people she managed by using at least one person's information to steal her identity.

Police said Copeland used the stolen identity to open a Penn American Water account at her home in Scott Township. Investigators said the scam went undetected for months until she didn't pay her bill and the company contacted the victim.

Copeland is facing identity theft charges and has also been charged with harassment and defiant trespass because investigators said she used a key to access the victim's apartment after police discovered the scam.

The housing authority director said Copeland was fired after she refused to cooperate with investigators.
