ALLEGHENY COUNTY, Pa. — On Wednesday, the Allegheny County Sanitary Authority will be hosting two public meeting sessions to discuss its amended wastewater and stormwater management plan.
The Act 537 Plan, named for the 1996 Pennsylvania law that requires municipalities to plan for and provide adequate wastewater management, is being amended as ALCOSAN looks to construct new infrastructure and a Regional Tunnel System. The new infrastructure includes the tunnel system, as well as a 120 million gallon per day wet weather pump station and near surface facilities. ALCOSAN says that the tunnel system is “a key part” of its clean Clean Water Plan for “controlling the discharge of untreated wastewater and stormwater from the region’s combined sewer systems.”
ALCOSAN is planning to invest $2 billion into the Clean Water Plan, and it will reduce sewer overflows by 7 billion gallons per year by the end of 2036. According to the companion document to the Act 537 Special Study, the new infrastructure is needed, as currently, when the region receives rain or snow melts, “the sewer system becomes overloaded and causes diluted, untreated wastewater overflows into our region’s rivers, streams, and creeks.”
