PITTSBURGH — The Allegheny County District Attorney’s Office has just released its list of demands for a troubled South Side bar.
The agreement has been a subject of controversy. City leaders 11 Investigates has spoken with — including the mayor — say Capo’s Bar has run out of chances.

The 23 demands include closing at 1:30 a.m., lowering the capacity to 100 people below the permitted occupancy limit, instituting a uniform small bag policy and stopping the sale of “fishbowls” and other drinks containing excessive amounts of alcohol.
This comes after a woman told police she drank a fishbowl at Capo’s and was later raped in a nearby parking lot.
The district attorney’s office says bar security kicked the woman out because she was visibly intoxicated, but did nothing to guarantee her safety.
Police say the victim was unconscious when Larry Pappy Johnson took her to a parking lot and raped her.
Officers later arrested Johnson in New York City.
Pittsburgh City Councilmember Bob Charland, who represents the South Side, released a statement blasting the agreement:
“This consent agreement looks like yet another chance for this establishment to continue being a nuisance to the South Side and a danger to our neighbors. There is nothing in this agreement that will substantially change (Capo’s). If the charges listed in the 611, that has already been filed, are not enough to rise to a level of padlocking the bar, you just have to assume no bar will ever be shut down.”
If Capo’s violates any of the conditions of the agreement, the district attorney’s office says it will shut the bar down.
A hearing is set for Sept. 16.
