According to the investigation, Gartley and James used locations on S. 22nd Street and the 100 block of Kirk Street to carry out an illegal enterprise that involved drugs and prostitution.
Gartley and James would solicit females via the Internet and supply them with drugs in exchange for sexual services, according to police.
Gartley and James both face charges of promoting prostitution, transporting for the purpose of engaging in prostitution, permitting place to be regularly used for prostitution, receiving benefit from prostitution, criminal conspiracy, and criminal use of communication.
Authorities say they had been investigating the prostitution ring since July.
