PITTSBURGH — It has sat empty for years, but now, a new tenant for a $1 billion development is moving in to the former LTV coke works site in Pittsburgh’s Hazelwood neighborhood.
Uber, the global ride-sharing service, has reached an agreement to build a test track and facility at the site to test self-driving cars.

City Councilman Corey O'Connor said Uber’s involvement is just the first step.
“To get a worldwide company to come to the LTV site, just to kick start it, should have a ripple effect that other companies what to be located in Hazelwood,” he said.
The announcement was met with mixed reaction from residents. While neighbors are happy to see progress is coming, they said they want to see some local jobs come with it.
“I just want more jobs because the jobs are going to create wealth, and it's going to make the people in the community a part of what's going on,” resident Sandra Cole McKamey said.
The $1 billion development project is designed to include not just businesses and manufacturing but also officer spaces and homes.
Under Uber’s three-to-five-year agreement jobs will come, but officials said they will come in small increments.
O'Connor said part of his job now is to get the existing community and the new development to blend together in a way that helps both.
