ONLY ON 11: Allegheny County unions file lawsuit to block vaccine mandate

PITTSBURGH — The vaccine mandate in Allegheny County is set to take effect on December 1, but Target 11 has learned that two local unions have filed lawsuits seeking to block the mandate.
