"I just want to be safe and I don't feel safe. I don't," Amber Paynter told Channel 11.

Paynter said she brought her concerns to the attention of police when the neighbor started directing racial slurs to friends and family about a year ago.

"He was in the window and he held his hand like it was a gun," said Paynter. "I'm not afraid of him. I'm afraid of what he can do to my family."

The taunting has since escalated to the neighbor dangling a doll painted black from a pick-up truck.

"There was a baby doll hanging from a noose under the truck," said Paynter.

Police said charges including harassment and ethnic intimidation could be filed.

"Right now we are looking through the evidence we have and are going to file the appropriate charges we feel are necessary in this case," said Lt. David Lane.
