PITTSBURGH — According to PennDOT, construction on Route 28 did not conclude Thursday as originally scheduled due to asphalt problems. That delay instigated traffic gridlock for the evening commute.
Flying over the scene, Chopper 11 visually confirmed the slow traffic. However, by 6:30 p.m., vehicles were once again moving normally.
