Christine Lea had been renting the home for six years and running what she described as an animal rescue called "Christine's Critter Cafe Rescue".
Inside were hundreds of domestic rats, rabbits and other small animals including a duck.
Local officials said they found animals stacked on top of each other and feces on the walls and ceiling.
The rats can be seen coming and going through holes in the house.
"They are all innocent in this, they didn't do this, they didn't ask for this. I've tried my best to feed them and water them and it`s not their fault," Lea said.
