The National Weather Service says the Guatajaca Dam is failing in western Puerto Rico and buses are evacuating people "as quickly as they can."
The government called the situation "extremely dangerous."
The weather service office in San Juan says dam operators reported at 2:10 p.m. that the dam at the northern end of Lake Guatajaca in the northwest corner of Puerto Rico was failing and causing flash flooding downstream.

Puerto Rico faces a long road to recovery from Hurricane Maria, and it's not all because of the storm.
The island was suffering through a decade of economic decline before the hurricane ravaged Puerto Rico this week. It is in the grips of a $73 billion debt crisis, has an unemployment rate higher than that of any U.S. state and set a record for foreclosures last year.
Now, with power out for nearly all 3.4 million residents, many are deciding whether they should leave.
