Plans implenented to prevent flooding on Streets Run Road

BALDWIN, Pa. — Heavy rains Friday forced several roads in Allegheny County to shut down because of flooding.

Emergency crews had to close flood-prone Baldwin Road and Streets Run Road in Baldwin. Flooding in this area is all too familiar with business owners and people who live in the area.

The creek behind Chapon’s Greenhouse has caused severe flooding along Streets Run Road more than half a dozen times this year, and residents are fed up.

"It's really a pain ‘cause it shuts everything down.  I work at Leway and we can't have customers come down. Myself, I had to go all the way around just to get to work today," Ed Manfredi, of Hays, said.

Another resident, Khalil Padalov, of Baldwin, told Channel 11, “I live right over here, five minutes from here, but now I have to spend half hour to spend get there."

Channel 11 also spoke to Pete Chapon, the owner of Chapon’s Greenhouse, who is all too familiar with the flooding.

"Every time we get a flood, as you can see, the road is closed usually for four or five hours and it's kind of hard to make your numbers," said Chapon.

11 Investigates went to Pennsylvania Representative Paul Costa to get answers.

We found out that a plan is in motion to fix the ongoing flooding on this strip of road.

"We applied for an emergency permit which we just received,” said Costa.

This emergency permit will allow Baldwin Borough to dredge the creek along Streets Run Road preventing it from spilling on the floodplain.

The next step will be to secure funding for the project.

"Councilman O'connor from the city of Pittsburgh has set money aside to help fix the stream or remove some of the debris,” said Costa.

Representative Costa said this will be just a short term fix to hopefully get through the next 5 years until a long term solution can be implemented.

No time table has been set to start the work.

Baldwin wasn’t the only area affected by flooding on Friday.

Chopper 11 flew over Route 837 in McKeesport, which was temporarily closed due to rising waters.

Route 51 was also closed briefly, but the water quickly receded.
