GREENSBURG, Pa. — A Westmoreland Co. man is accused of impersonating a police officer and setting up a speed trap to get people to slow down.
Ricky W. McMillen, 57, told police that speeders on the road would hit deer and the carcasses would cause his house to smell, police said.
He even had his car outfitted with flashing lights.
The man was doing this along County Line Road in Donegal Township.

Channel 11 talked to the man, who didn't deny any of it.
"I mean they fly, like 100 mph. They could get hit. Somebody could get killed,” McMillen said.
McMillen said he's been complaining about the speeders for years.
"He had set up his own radar area and he was trying to slow people down and wanted them to think they were entering a speed trap,” Trooper Steve Limani, of the Pennsylvania State Police, said.
Police said they pulled up to McMillens Chevy Cavalier and found had flashing lights in the dash of the car.
McMillen he used the lights as part of his effort to slow down drivers on the road, and it worked, he said.
"It worked till they took my light,” McMillen said.
He admitted this wasn’t the first time he had used the lights.
“No, been doing it. They finally caught me," McMillen said.
"It makes you wonder what people come up with in their own ideas, to take matters into your own hands. Let law enforcement handle it and deal with speeders in the neighborhood,” Limani said.
