New county councilmember plans to use past experiences to deliver change

One of them is Bethany Hallam, who less than four years ago was an inmate at the Allegheny County Jail. Now she’s part of what she hopes will be a very different group of leaders.

Hallam battled an opioid addiction that eventually landed her behind bars in 2016, which has given her a unique perspective for the council.
