Residents, county working to fix flooding in North Hills

PITTSBURGH — When heavy rain swept through the North Hills earlier this month, Nicole Blinov’s backyard was torn up. She said the section of Kummer Road where she lives didn’t flood that bad until workers repaved it.

“The neighbors have been here for 13 years and they said this is the first time they’ve ever experienced this issue,” Blinov said.

“On that side of the street, it’s sheet flow, so there’s no curb. The water sheets off the roadway,” said the director of Allegheny County Department of Public Works Stephen Shanley.

Blinov said without a curb, the water just flows down her property and into her basement. Shanley said adding a curb could make it worse.

“You put a curb in it and it concentrates the water to one point. So when you get a sheet flow it dissipates over a long area,” Shanley said.

He said DPW has been sending crews to the area to investigate the best way to fix this problem.
