Champions of a gnarled and colorful past and the Victorian architecture of a long-neglected house in Uptown found a venue for a full-throated debate with proponents of an $89 million development plan incorporating the Uptown property in a public hearing at Pittsburgh City Council today.

After the Pittsburgh Planning Commission voted by 4-1 in February to recommend the Tito House at 1817 Fifth Ave. and the companion garage property at 1818 Colwell St. for historic nomination, Pittsburgh City Council held the public hearing in advance of voting on whether to uphold the properties for historic status that would essentially protect them from demolition.

Council’s upcoming vote on the matter comes after a planning commission unanimous vote reversed a 4-1 vote opposed to the nomination by the Historic Review Commission.

“Unfortunately, this building right on Fifth Avenue has been left blighted and abandoned for decades,” said Brittany McDonald, executive director of Uptown Partners, the neighborhood’s registered community organization.

She added of the properties, “The history tells a story that’s relevant to the history of the neighborhood.”
