Borough passes 'excessive dog barking' ordinance

PITTSBURGH — A lot of dog owners in Beaver County are nervously asking what constitutes excessive dog barking.

Ohioville, a borough with a little more than 3,000 people, passed an ordinance Tuesday night.

“Roosters make noise. Cows moo. Horses hay. Coyotes are very loud. What’s next?” said Joyce Davis.

Davis, an avid dog lover and owner, said she thinks the new ordinance is very vague.

“I could be fined $600. What is excessive anyways? It’s bad they didn’t spell it out,” Davis said.

The borough wouldn’t necessarily define what excessive means. But Secretary Connie Vincik said they needed something on the books. They’re not going after dogs that bark.

“Dogs bark. That’s how they speak, just like you and I talk. That’s how they speak. This isn’t right,” said dog owner Pat Martin.
