Man who exposed himself to women outside Richland Township Target sees his day in court

RICHLAND TOWNSHIP, Pa. — Kevin Clark of Zelienople was in court for the first time Wednesday since being accused of following different women around and exposing himself in the parking lot of the Target along Route 8.

The alleged incident happened on Oct. 28 in broad daylight around 1 p.m.

During the preliminary hearing, the judge ordered that Clark is no longer allowed at the Target in Richland Township.

After the hearing, Clark told Channel 11 no comment.

The victim in this case testified, saying when she pulled up to the Target to do some shopping, a car parked in the empty spot next to her. Then when she looked over, the victim said she saw Clark exposing himself in his car just a couple feet away from her.

The victim told Channel 11 that she was getting her baby out of the car seat at the time and that she was appalled and called 911.

Another shopper told police she noticed a man watching women and then pulling in and out of several parking spots.

“It seems he would see a female exiting the store, he would watch them walk to their cars and if there was a parking spot available next to that female, he would pull in and expose himself,” said Chief John Sicilia with Northern Regional Police.

The victim told officers the vehicle involved was a white GMC Sierra pickup truck, which helped police catch Clark.

Sicilia said Clark at first denied being at the Target but then admitted to the allegations after the store shared surveillance video with police showing him in the parking lot.

“After he was faced with that information, he finally did admit that he was exposing himself while in his vehicle in hopes of other females would see this,” said Sicilia.

Right now, Clark faces indecent exposure and disorderly conduct charges.

The judge said there’s enough evidence to take this to trial. Clark’s formal arraignment is scheduled for Jan. 31.
