Plum superintendent placed on leave after grand jury report

PLUM BOROUGH, Pa. — The Superintendent of the Plum Borough School District has been placed on paid administrative leave pending an independent investigation into a teacher sex scandal in the district.

Dr. Timothy Glasspool had been given the option to voluntarily go on paid administrative leave on Tuesday. He had yet to announce his decision as of Thursday afternoon, however his secretary told Channel 11 News that he was not at school.

Since February 2015, three Plum Senior High School teachers have been charged with having sex with students.

A grand jury report released last week found that Glasspool had been told of rumors and concerns about teacher Joseph Ruggieri having an inappropriate relationship with a student years before any charges were filed.

Glasspool released a statement last weekend, disputing the accuracy of the testimony in the grand jury report, but he has not spoken publicly about it since.

The Plum Borough School District Board of Directors released the following statement on Friday:

"The Superintendent of Plum Borough School District, Dr. Timothy Glasspool, has been placed on paid administrative leave pending a further investigation. The school board, on Tuesday, May 24, 2016 retained outside, independent counsel to perform a full investigation. This investigation will include, but not be limited to, all current and former employees named in the grand jury report.

"The grand jury focused on violations of the criminal code, without recommending any additional indictments. As previously stated, we must now focus on the violation of school code and state regulations governing school districts. We will work diligently to follow the due process of law, in order to conduct an investigation of all relevant personnel. For the school community's understanding, a due process checklist appears on the District's web page."

Plum Senior High School Principal Ryan Kociela was placed on administrative leave by the school board last week, pending results of the independent investigation.
