EAST LIBERTY, Pa. — There are big changes in the works in the fight over the former Penn Plaza land in East Liberty.
According to the court order, a judge has overruled the city planning commission and sided with the developer of a controversial project there.
Pennley Park South now plans to build retail and office space on the site.
They had proposed high end condos at one point, but that changed.
It's been very controversial because dozens of tenants in the old buildings had to be relocated to make way for the new development.
