Fighting for height: Limits hamper real estate development

PITTSBURGH — Nearly four years ago, Francois Bitz was rejected by the Pittsburgh Zoning Board of Adjustment in his proposal to build a 224-foot-tall, 18-story condo project on a lot he owned on Penn Avenue between 26th and 27th Street in the Strip District.

Earlier this summer, he officially gave up, selling the 28,000-square-foot site to suburban Philadelphia-based condo developer Jack Benoff and his Solara Ventures for $1 million.
