"The train was activating all of its emergency equipment; lights and horn at the crossing. It’s still under investigation, but (it) appears the truck failed to yield before crossing,” said Chief Paul Brand of the Carroll Township Police Department.
Police said the tractor-trailer was leaving the Donora coal yard and was loaded with coke when it was struck by the train, which was hauling 130 empty rail cars.

The crossing does not have a safety arm, but there is a warning sign. Brand said accidents there are rare.
"It can be hard to see from the crossing from where it sits back from the tracks, but you have better visibility coming in,” Brand said.
Traffic in the area was backed up because of trucks lining up to get into the coal yard.
Brand said the driver of the tractor-trailer, 44, was alert and conscious when he was taken to a hospital.
