DERRY TOWNSHIP, Pa. — Police said a man sexually assaulted a teenage girl at a state park in Westmoreland County.
Noe Ivan Soto Alvarez is being held in the Westmoreland County Prison without bond because police and the judge considered him a flight risk. They said he couldn’t prove his citizenship, and now immigration enforcement officials are involved.
He’s accused of sexually assaulting a 16-year-old girl at Keystone State Park in Derry Township. Police said the alleged assault happened at the very populated beach area.
“While she was in that area, she fell off a raft. She was groped by a mid-40s Honduras man who wrapped his arms around her,” said Pennsylvania State Police Greensburg Trooper Steve Limani.

State police said Alvarez touched the girl inappropriately above and below her waist last week. And it was the girl’s mother who pulled the girl from the water and the suspect’s grip, according to officers.
“The 16-year-old girl’s mother witnessed some of this and was able to go out in the water and subsequently pulled her daughter away from Mr. Alvarez,” Limani said.
Alvarez was at the park with a handful of other men, who were said to be part of a team of roofing contractors staying in the area.
Investigators said thanks to the quick intervention of park rangers, Alvarez was identified and taken into custody.
“Be vigilant, pay attention to what’s going on with your children, always keep a watchful eye on them just like this mother did just in case something unusual like this happens,” Limani said.
