WESTMORELAND COUNTY, Pa. — For a second time this year, a Westmoreland County prison guard is accused of assaulting a handcuffed inmate.
Rodney Walters is charged with official oppression and simple assault following a two-month investigation into the Aug. 7 incident.

He is suspended without pay.
Back in April, another guard, Jeremy Lynn, was also accused of assaulting a handcuffed inmate.
Lynn was fired and is awaiting trial.
