The Pennsylvania Senate passed legislation in a 49-0 vote to ban artificial intelligence applications designed to create fake nude photos through online marketplaces.
Senate Bill 1368, introduced by Sen. Tracy Pennycuick (R-26), prohibits “nudification” applications from being developed, operated or made available through online marketplaces in Pennsylvania.
The legislation aims to stop individuals from using AI to manipulate images of others. Through these applications, users can alter photographs to generate fake sexually explicit media without consent.
Before reaching the full Senate floor, Senate Bill 1368 passed the Senate Communications and Technology Committee with unanimous support in June.
“I have heard from families in my district and throughout Pennsylvania who have experienced the real-world consequences of this technology,” Pennycuick said. “These applications serve no legitimate purpose and should not be available in Pennsylvania. For children and young people, the consequences can be devastating. In a matter of seconds, an image can be manipulated, distributed to countless people and inflict emotional and reputational harm that can last a lifetime.”
The House will vote on the bill next.
