PITTSBURGH — One of the founders of Duolingo, a Pittsburgh tech startup that created language learning programs, threatened to move the company to Canada over U.S. immigration policies.

Luis von Ahn took to social media to express his frustration and pointed it at local and state leaders, including Mayor Bill Peduto.
