Propel security guard, Pa. state constable charged with indecent exposure in incident at Walmart

PITTSBURGH — A school security guard is charged with open lewdness and indecent exposure after an incident at a North Versailles Walmart.

Arlen Harper, 27, was spotted on surveillance video on Sept. 8 masturbating in an aisle in the men’s section of the store, according to a criminal complaint.

He left the store but police caught up to him in the parking lot, where he denied what was caught on video and handed over his Pa. state constable badge and ID for his job as a security guard at Propel Schools.

Police reviewed the video and spoke with the store’s loss prevention officer and manager, who witnessed Harper’s actions.

He faces a preliminary hearing on Oct. 21.

Propel spokeswoman Sonya Meadows confirmed that Harper has been employed with the district for 18 months but has resigned.
