Arrest made in Penn Hills homicide investigation

PENN HILLS TOWNSHIP, Pa. — After six months, Allegheny County Police have made an arrest in a homicide investigation.

23-year-old Tracy Carpenter of Plum Borough was arrested Thursday afternoon for criminal homicide, aggravated assault, reckless endangerment and firearm related charges.

Penn Hills Police responded to a shooting on June 1, 2021 at the intersection of Mt. Carmel Road and Faybern Street in Penn Hills. One victim, 24-year-old Robert Higginbotham, was found dead at the scene. Higginbotham was doing landscaping work at the time of the shooting.

The Allegheny County Police Homicide Unit initiated the investigation, and determined Carpenter was responsible for the shooting. Carpenter was arrested at a residence in Plum Borough, and is currently in custody at Allegheny County Jail.
