Three Pennsylvania Congressmembers are demanding answers about conditions at an ICE detention facility.
Representatives Chris Deluzio (PA-17), Summer Lee (PA-12) and Madeleine Dean (PA-04) sent letters to ICE and GEO Group this week.
The letters raise questions about staffing levels and medical care at the Moshannon Valley Processing Center in Philipsburg, Clearfield County.
In May, Lee and Deluzio were the first members of Congress to gain access to the ICE detention facility. Their translators were not allowed to enter the facility.
They said detainees shared concerns about the food and medical treatment, among other complaints.
“My visit confirmed a dangerous shortage in medical staffing at MVPC, resulting in a direct, ongoing breach of GEO’s contract with the federal government,” the letters say.
GEO Group is a for-profit corporation that owns and operates the facility. The letters come ahead of the group’s second quarter 2026 earnings call, which the lawmakers say they plan to attend.
Their main message to GEO is: “There shouldn’t be earnings calls for human detention.”
The letters point to several deaths within the facility, including, but not limited to: Chaofeng Ge, 32, who died by suicide and Fouad Saeed Abdulkadir, 46, who died after complaining of severe chest pains.
“While medical units remain understaffed and mandatory intake protocols are ignored, GEO continues to generate substantial profits and divert capital toward corporate stock buybacks,” the Congressmembers said.
A pregnant woman reportedly told Deluzio and Lee that she was not receiving sufficient care.
Another point of contention brought up in the letters addresses what they say is a possible conflict of interest for Acting ICE Director David Venturella. The group said he served as a senior executive and a consultant for GEO for more than a decade.
“Having a former high-ranking GEO executive with an active non-compete clause serving as Acting Director of ICE raises profound questions of self-dealing, regulatory capture and whether ICE will ever hold GEO to account for its material contractual breaches,” the letters read.
In June, Rep. Deluzio shared information saying that 78% of the people being held at Moshannon Valley Processing Center were considered “low security,” meaning they have not been accused of serious or violent crimes and have not committed any while in custody.
