Explanation given for delays on $7 million construction project in downtown Greensburg

WESTMORELAND COUNTY, Pa. — 11 News got the latest on a major construction project in downtown Greensburg.

This spring, we told you part of the underground parking garage at the Westmoreland County courthouse had to be closed, as it was starting to fall apart.

A $7 million project was announced to dig out the old garage, then completely start over and build a new one.

Initially, the county was expecting these emergency repairs to the courthouse and the parking garage to be done by the end of this month, but it’s a long way from being done.

All that sits outside the courthouse now is a gaping hole, as the construction project has been pushed back again.

The normal entrance to the courthouse has been totally gutted and needs to be rebuilt from the underground garage up.

Emergency repairs needed to be made because water damage from surface leaks caused critical infrastructure issues and threatened a collapse.

Construction crews found even more trouble when water infiltrated the site, causing even more damage and prompting more reinforcement to support the garage below.

Public works said that some of the delays were because a larger foundation was needed, they had to find the source of the groundwater and site conditions delayed the project by about three months.

The estimated completion date is now slated for February with the courtyard project to be done in the spring.
